did you use the right version of the uninstaller? there are different versions of the uninstaller for different years of norton.

Also try using the uninstaller while running in Safe Mode. You should be able to reach Safe Mode by pressing the F8 key once or twice every second after powering on and choosing it from the list of startup options that are shown.
