When I go to delete the two files, I get a window that says this: “Cannot delete SystemAPC.dll: Access is denied. Make sure the disk is not full or write-protected and that the file is not in use.” I am not using it; is it a virus?
I downloaded it because it was included in an AntiSpyware w/ AntVirus *SystemTech*, and there was an issue. So I e-mailed them, and they said to uninstall it and re-download it through a link provided, and delete the folder where it was downloaded on my CDrive. I deleted everything, but the said files.
What can I do? My computer is now anti-virus-less, I can’t scan it!
Or can I download the antivirus through his link?

Try booting in safe mode.
If that doesnt work - you can try placing the drive in another computer as like the d drive or as an external drive (external USB adapter kits are always good to have anyway)
When it’s mounted as an external drive the files should be deletable.
I recommend renaming them instead - just in case you need to undo it for any reason. - rename to systemapc.dlx or something.
