I can’t install / uninstall programs…HELP?

I can’t install / uninstall programs. I receive the following error message:

“The Windows Installer Service could not be accessed. This can occur if you are running windows in safe mode, or if the windows installer is not correctly installed.”

I’ve tried everything (from google/yahoo search) i can to fix this error but nothing seems to work…

Can you please give me a “detailed advice”… Tnx…
