I cant open ‘lame_enc.dll’ for Audacity!?

To download the LAME mp3 encoder for Audacity, you’re first supposed to save the ZIP file libmp3lame-3.98.2, and then you’re supposed to open the lame_enc.dll from that ZIP file and save it to your computer. I saved the ZIP file, but I cant open the lame_enc.dll thing. It says I need a special software to open a .dll file. What is that software that I need? Please help. Thanks.

first open audacity and put a music file in it then click export as mp3 in file in menu bar.
it wouid ask you to locate file, now locate the lame file and you are done.
