Very common, just google for that file, download it, install it and you’re good to go. If you don’t get an autoinstaller, I believe it goes in c:/windows/…. I forget exactly which folder, browse through them all til you see tons of similar ones to your missing one, that’s the spot to put it.
Try searching for something exactly the same, with a different number til you find one, using the search feature, if no luck. There are a whole bunch with sequential numbers, you’ll have some of them.

Probably problem with DirectX.

A brief investigation indicates this is a DirectX DLL that may be corrupted. It could also be related to a registry problem, so two suggestions:
1) replace thecorrupted DLL or re-install DirectX. Try this site to replace the DLL: http://www.dll-files.com/dllindex/dll-files.shtml?d3dx9_35
* note, I do not know if the issue you have is virus related nor have I validated the above site in any way other than a brief cursory review. Caveat emptor.
2) Visit filehippo.com and download CCleaner, install it and run it (including the registry cleaner utility). Actually you should try this first. This is an excellent and reliable tool that will help your computer run better whether you have problems or not. I recommend running this tool after you uninstall an application, or monthly at minimum.
