I used to have the problem with the Window-eating black bug "screensaver" but I searched in my hard drives and found the file "blackster" and i deleted it. But thats not my problem. My problem is I went to my display options to delete the blue "Warning!! Spyware detected on computer! Install an antivirus or spyware remover!" wallpaper and it said "ctfmonb". I searched it on my hard drives and found it and deleted it. But for some reason, it is still my desktop background. When i try to set a new wallpaper by right clicking on a picture and selecting "Set As Background" , it says "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." I ran SUPERAntiSpyware but that didn't get rid of it either. I need help!

First, make sure that you have an up to date antivirus program (If you don't, install AVG. If you have one that has expired, uninstall it with RevoUninstaller and then install AVG). I would also recommend that you use ThreatFire, Spyware Doctor Starter Edition, and Spybot. Once they are installed, disable System Restore and do full scans with all of them. ur group policy is set to restrict to change wallpaper.
First of all scan ur PC with adwareSE
latese antivirus with latest defination
then disable the desktop restriction

1. Remove what you have now. It didn't do right did it? Dump it
2. Go to Control Panel > Add/Remove Programs and delete the anti-virus program you have now,
if you have one;
then use your Search feature, type in the name of your current anti-virus program
if you have one > right click and delete any instance it finds.
