I tried to open a web page and a window popped up stating to download some sort of cleaner for my pc. I kept trying to close it and was stuck in a loop. I would close one window and another would open. I would close that window and the earlier window would open. So, I shut down the pc. When I restarted it this big message was there. I ran my Norton Anti Virus and fixed a couple of items. Norton states no problems present. How can I get rid of this thing??? Thanks

well first thing if you can go on safe mode or just open a web page and look for windows safety scanner and it should delete the problem for free. Do you know what caused the problem I have the same problem a year ago.

Try downloading Spybot Search and Destroy:

Choose a download mirror (site to download it from) from that page, download it, install it, update it, and run a scan.
Hopefully, that will find and fix the problem.

When you see a message like this in your PC, or your desktop background was changed to such writing, your situation indeed like that described in the warning. There is, though, a small but crucial difference between the reality and the suggestion, namely, this warning message was produced by malware to trick you into buying the related useless and harmful product. Do not trust the warning, but look for a solution how to remove the writing “WARNING! Spyware detected on your computer!”, and you will, accordingly, remove related malware.

Download CCleaner and run it to automatically fix registries. Then why don't you look on your C/Program Files just in case there is unwanted software installed behind your knowledge.
