i have a problem with my laptop i cant open the registry nor the task manager nor install any anti virus?

when i try to open registry or task manager it says it has been disabled by your administrator i tried to open it with run but it did not work
when i try to install an anti virus it just stops installing and close the window
i did format my laptop and tried kaspersky boot cd it worked but i still have the problem
and i also cant open it on safe mode
i do not know what it is but i hope that you help me

yes i am the admin and i tried different ways to enable registry but it did not work

      Well first of all online search up “Enable system registry” there are a few ways to doing it, some might not work that need you to type in groupplc.msc etc.

      Then move on from there, look in your registry to enable task manager and such.

      But search up “Alternate task manager” or similar, because the virus can’t block some task manager/ alternate registry without knowing what it is.
