Because in standby your computer is set to save power and slowing down the CPU is a great way to do it, and coming out of standby it’ll do the same. To change this, open an intensive program such as photoshop, most newer games, or a benchmarking utility like 3DMark. After running those, you’ll see your CPU sped back up since it needed to be faster.

in AMD processors, there is a software in it called AMD cool n’ quiet. this software throttles down the processor when idle to save power.
