i have both an anti virus and a registry cleaner and still my computer is infected with the spoolv.exe virus?

My pc wont let me run/open any EXE files, it brings up a prompt asking me to choose what to open the file with and even if i pick the correct file my computer tells me it either cant find it or its not a valid win32 application. also, i cant access anything inside my control panel. i tried my anti virus and registry cleaner and still nothing.

      Kill the process SPOOLV.EXE and remove SPOOLV.EXE from Windows startup.

      turn off System Restore
      reboot to Safe Mode with Networking
      run your antivirus and CCleaner
