I heard that someone hacked a cell-phone company and started his own.who is this?

One day I heard about some guy that hacked 1 or more cell phone companies and didnt get arrested because of his age.After that,he started his own cell phone company.I dont know who he is or when this happened,but I would like to know what cell phone company it was.If you dont know,you can give me the guys name and I'll look it up.Thanks.
