I think i have Spyware Cookies?

When i open up the Internet i have new pages open up on it like Advertisments that take over my current page or open up a new one.
It happens every couple of minutes and is really annoying.
WHAT IS HAPPENING?
When my scan my Laptop it says there is no virus.
But i four Spyware removers that saying i have spyware cookies.
But when it deletes them they come back soon after.
HELP !!!
I want to get rid of them once and for all but dont know how.
I have tried numerous Spyware programs so pleace, if you offer me one offer me one that
.Is proven to get rid of them without any hassel and DO NOT RETURN
I have also on my Internet Settings blocked third party cookies but still NOTHING.
Pleace can you help me because it is really stressing for me.

By The Way, this problem started when i reinstalled Windows Vista.
