Unfortunately, I think you HAVE a virus that is causing this. NEVER click on anything from a pop-up.

What is your AV.
Maybe you need a antispyware/adware.
Try Spybot S&D or Adaware or Superantispyware

Download and run CCleaner, Ad-Aware and Spybot. All three help delete these sorts of problems.
You have a malware infection of some type and it is trying to get you to buy a rouge antivirus.

Try clicking on Tools in the upper righthand side of your IE screen. Click on the first choice "
Delete Browsing History", Then select the following three for deletion: Temporary Interenet Files, Cookies and Browsing History."

Then download a anti-spy program such as Spybot or Adaware. Run these frequently to prevent future porblems.
Spybot:

Give this spyware program a try as this might be a from of spyware. I always recomend this program to everyone who need a good spyware program, it does a very good job of clearing up spyware, pop-ups, trojans, etc. Here is the link (http://www.superantispyware.com) So click, download, install and run a scan right away. There are many different viruses that dispaly pop-up messages asking you to purchase their AV product. Of course they just want you to pay them to remove the virus they installed on your computer.
These virus can be very difficult to remove. If your current AV is not detecting the virus, you may want to try some of the add on products such as http://www.prevx.com or Norton Antibot.
I have had very good luck with Prevx. Here are stats from their website:
Users:
2,128,687
Scans:
8,301,207
Files Checked:
9,182,402,122
Bad Files:
5,613,136
PCs Infected:
52%

That's also my problem with internet explorer. No matter how many times you click "cancel", it would always return. My advice to you is to switch to a better browser like Mozilla Firefox which is much safer, and blocks popups much better.
You also need to have a good antirus, and anti-spyware installed.

my sentiments with you
just cool down and follow these two points as i ask you
1) disable windows messenger
right click 'my computer' and select 'manage'
'computer management' window will come up
select 'services and applications'
go to right side of this window and double click 'services'
In 'services' fing the entry "messenger" Right click it and select 'properties'
in messenger properties select startup type as 'Disabled' (you will find this in general tab)
Press ok
2) Download this small piece of software
http://www.majorgeeks.com/RogueRemover_d5360.html
Note: install it update it and scan.. use its "program target" option to change scan engine…. and scan using each engine one by one…
follow these two steps and it will kick the adware hell out of ur computer…
If even after using these steps u ever feel that ur problem isn't solved(rare) then mail me… i will give u something new…
Note: in future use 'spyware blaster to secure ur browser
