Iertuti.dll was not found?

i started my laptop a few days ago unable to log in, when a message saying unable to locate component. This application has failed to start because iertuti.dll was not found.Re-installing the application may fix this problem.I can start task manager but whenever i try to start new task explorer.exe the message comes up again, i have no toolbar or anything but task manager, everything else is invisible. What should i do?
