If avg. velocity can be neg., why isn’t it in these examples?

Ex: Joe rides his bike in a straight line for 15 min with avg velocity of 12.5 km/h SOUTH, how far has he ridden?

The book explained in the lesson that any DISPLACEMENT west or south is negative…their example was negative. But now in the hw they dont make the avg velocity negative, therefore causing the answer for his displacement to be positive. This makes no sense, why isnt it consistent???
