Well, think of iTunes as a collection of shortcuts. It just knows where your music files are, so when you uninstall it, and put a new one on, you just have to tell it to find your music again.

Two options:
1) If you still ahve the songs on your computer: Look for your songs in windows under “My Computer/My Songs/iTunes/iTunes Songs”.
The song file used by iTunes will have file extension .m4a. If you see your songs here, they are still on your computer (as well as the iPod). Songs you copied from CD are one folder down under “/compilations”. When you double clck on each of these .m4a files, iTunes will authenticate and add them back into your library.
2) If you do not have the songs on your computer: use a tool called media widget. This tool will extract sogs off you iPod and copy back onto your computer. When you try to play them, iTunes wil authenticate them from iTunes store (they keep track of this).
Not 100% sure, but I think itunes will consider this a new computer and deduct 1 install from your allowed computer count.
