tactics is humble and listens to other people’s opinion but power is arrogant and listen to self.

You would have a lot of trouble convincing anyone who has studied WWII in Europe that war is won by tactics. Allied tactics were seriously flawed, but the Allies were able to overwhelm the Nazis with massive weapons production, even though the weapons were generally inferior.
