YES.
You need to not re-install, but instead REPAIR the current installation. This will only put files in the documents folder at risk, not any others. The repair option should be available to you when you load the OS disk. It will see the existing OS and offer to overwrite it by formatting, re-install to the same partition, re-install to a new folder, or repair the current installation.
Have you tried to enter the OS using safe mode. It is possible one of your prime drivers has failed of become corrupt. Safe mode may load, even when the standard mode will not. Once in safe mode, you could use windows system restore to back up to a prior restore point. This could undo the damage, or have no effect.
To get to safe mode, you would hit the F8 key once every second while booting the machine.
If you get the same error trying to go to safe mode, check that you do not have a loose cable to the hard drive. This could be a possible cause.

It depends on what option you choose. In the Windows XP setup disk it will ask you if you want to repair or load it to a new installation (deleting your existing data).
If you see something else when you put your recovery disk in, such as a manufacturer logo, then you are probably in their recovery mode and most of them will completely restore the hard drive to the factory settings.
I would contact the manufacturer of your computer by going on the website and search for "reinstall windows" or "reinstall operating system" to read about the specific options that are available to your computer as most of the manufacturers do it differently. Good luck and be careful - read all of the information on the screens carefully so you know what is going to happen!
