Internet Explorer won't open, Nor will Norton. What is happening?

Ok, so Internet Explorer won't connect to the internet but I can still get a connection using soulseek, windows messenger, etc.

I also noticed that norton isnt open and when I try to open it, it tells me "Norton can't open this product, Please restart your computer". What is going on here? Everything was working fine earlier today. If anyone can help in any way, it would be appreciated.

Restarting your computer can solve many simple problems. If that doesn't work, go to run, type msconfig, go to the startup tab, and uncheck everything you don't use. That way your computer will have less to load when you boot your computer and will run faster.
