Yes for most port if you get better than 3.9 you are doing good. 5.9 is excellent.

That’s almost near the maximum. Although the Vista rating gives you a general idea of your all around performance it’s not very specific. If you have a great video card, great ram, great cpu but a so-so hard drive, it will drop your overall score quite a bit, so if any one component is average or substandard it drops everything.
Try sysmark / PCmark or one of the other benchmark programs out there to get a good idea of the real world performance of your computer.
