Suppose a retired US military serviceman with full pension benefits gets married. The spouse is a foreigner and doesn’t have a social security number yet, nor a green card. Do they have to wait until the alien spouse obtains a SS number before the veteran can claim spouse as dependent (and get a salary increase)?

Your retirement won’t change because you are married - in the active military is does because of BAH (housing allowance).

There are limited amount of VA benefits to families of retired or other veterans. The retired pay or amount of VA compensation doesn’t change married or not.
You should check with the nearest VA to see what benefits if any the spouse would be entitled.
Or you can check with the nearest Tricare rep for health benefits if he is retired. I think the spouse is still entitled to some health care benefits. You may have to pay for the insurance.
None of it is the same as for an active duty member. There are limitations when people retire for their dependants.

Your husband only has to prove that he is legally married. If he is 100% disabled or rated unemployable by the Veteran Affairs bureau, then yes he is compensated an additional amount for having a spouse, also for any children under 18 or 23 if attending college.
He may only need to make a copy of your marriage certificate and have it notarized and mailed to the VA. However, to be sure of what to do, ya’ll should call the VA and ask them directly.
