      d3d10.dll is for DirectX 10 ..
DirectX 10 is only on Vista, but their are hacked DirectX10 for XP out there..

I have used that site a couple times before, seems OK ..
I have always used http://www.dll-files.com/ for a few years now, without any problems, but the file you are after isnt there.
Just make sure you scan the file first..

      Edit:
I just looked at http://www.megaterrain.com/ they say now the program now supports DirectX 9, so you shouldnt need DirectX 10 unless maybe you have an older version

Yes, it safe. But most of the dll files are zipped or rared, so you need to have applications that can open these archives. Also, you need to register the dll file once you have downloaded and unzipped it. You can do this using the regsrv command.
