I remember hearing that certain encryption software available in the US to the general public was illegal for export. Is this true and does that mean that if traveling on business outside of the US, you cannot have the software on your laptop?

Encryption software is restricted by both US export and local laws of the country you are visiting. The US has an interest in restricting certain levels to ensure foreign users/government. Local governments had an interest in making sure you couldn't communicate at a level of encryption beyond what they could crack.
For specific encryption requirements, check the Bureau of Industry and Security and other sites.
If traveling on business, ask your company security expert to help you verify what you can or can't take with you. You may also need to file an export license if you intend to deliver (leave a copy or even show/discuss technical information or demonstrations).
