is there an encryption software to secure a portable hard drive?

it must be a program that works in a stand-alone manner on the portable drive, independent from the OS in the main PC.

      You're out of luck, because there is no such software that can run completely independent of the OS. If it did, it would have to be hardware encryption. Software cannot run outside of the OS, unless you boot into it (in which case, it's dependent on the processor instruction set and BIOS/EFI; but, you'd have to permanently decrypt the whole drive before loading the OS, then permanently encrypt it again after using it, so it's not exactly secure or convenient).

      Otherwise, I would have suggested you use TrueCrypt, which is a portable drive encryption utility.
