Is this a virus?setup_dll_1.1699.0.exe?

I scanned it with this online scanner http://www.virscan.org/ and the results are-89% Scanner(34/38) found malware!

By the way is this a good online scanner?,I just found it today.
more info it just sitting there in (C:)

      YES MAY OR NOT virus not look like that
