Is this the problem with Norton or BSNL?

Recently I have installed Norton 360. From then onwards I cannot access my portal page.After consulting symantec support I uninstalled norton 360 and then also I was unable to connect to portal page. So is this the problem with Norton 360 or the BSNL site itself…
