Lame_enc.dll Help?

I am using River Past Video Cleaner Pro Version 7.6.4 and I don't know how to use the Lame_enc.dll. It says I should download it from their site and I did, then I run Lame.exe and the cmd screen comes up for a second then it closes (the cmd screen). What am I supposed to do with it (Lame_enc.dll) and River Past? Thanks in advance any help is appreciated!

      lame.exe is a command line MP3 encoder. If you're so inclined, you can actually convert files to MP3 from a Windows command line or Linux terminal. What you need to do is copy lame_enc.dll in to your windows folder, and then tell River Past where to find it. I know this is annoying, but Lame isn't even really legal in the US, as the developer team doesn't pay a license to Fraunhoffer. Hence, quirky legal runarounds like this which divorce the slightly less than legal encoder from otherwise legal software.
