Missing msvcr71.dll file.?

So I just bought and downloaded the game Civilization IV from Direct2Drive.com, all goes well until I try to actually start the game, then I get a message that says:
This application has failed to start because MSVCR71.dll was not found. Re-installing the application may fix this problem.
I have tried re-installing the game but it hasn't helped, so i searched MSVCR71.dll and figured out you could download it for free. I have tried this and when I try I get this message:
Please note: During the installation of this software on youur computer, we have detected that your version of Windows is 64 bit. RegCure can only be installed on 32 bit versions of Windows. Please click the "OK" button below to discontinue the installation.
Is there any way I can install it for 64 bit? Please help!
I have tried DLL-files.com, I get the same message.
