What operating system Vista Or XP. To fix it you will have to use the repair console on the XP CD or Vista DVD. in XP boot off of it, and on the screen where it says Press enter to install windows, press enter, then choose to repair windows instead of clean installing. in vista run the DVD and choose the "repair your computer" option instead of "install."

first make sure you have nothing in your floppy if you have one!
Put your xp cd in and boot to it, once its loaded type r for repair. Then when prompted in dos type the number your windows partition is on probably 1 then type your admin password. Then type chkdsk/f then let it run. This might take an hour or possibly a few depending on the repair.

This may be worth a try before you do a repair install
Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
Type the following command, and then press ENTER:
sfc /scannow
The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.
