The only way to actually get on the computer is through safe mode.
I tried going on safe mode networking, but that just shows up as a blue screen.
It won’t let me get on the internet on regular safe mode.

your antivirus are the problem.. uninstall it and then download another antivirus program such as avira or AVG..

You need to remove Anti-virus xp 2008 as it is a bogus anti-virus, and actually makes it easier to get viruses. You need to get to Add remove programs in the control panel, and uninstall it. If you can’t get into windows at all, try booting into safe mode (without networking capabilities) and see if you can get there. If not, I’m sorry to say you may need to format your pc.

Download this program from another computer and transfer it to your computer with a flash drive or cd

Download to a thumb drive from another PC and install SmitfraudFix on your PC.

Then restart your PC in safe mode

Double-click on the SmitfraudFix.exe icon then follow the screen instructions. Option #2 should be selected in this case.
When you are prompted with “Do you want to clean the registry ?”, simply answer “Y”.
After your restart, you should install and run a full scan with Malwarebytes
