No, your CPU is your Central Processing Unit if thats at 100% that means your computer is trying to do too much than it can handle, there for slow speeds.
If your just running basic stuff you need to use every day I would recommend a new computer.
Or if its not too old upgrading to a Core 2 Duo but if yours is a Pentium 4 or older I am pretty sure its not possible and your best bet would be to just get a new system.

No, but a few things can cause 100% CPU usage.
Such as burning a CD no matter how small the file going to the CD it always uses 100% CPU usage.

Viruses, spywares will usually cause a CPU slowdown like that.
Maybe you have too many programs running at once.
Or else your hardware is overheating?

No. Your CPU usage should be idle most of the time. The only time CPU usage should be high is if… you're using the CPU a lot. Open task manager and select the processes tab. Sort the processes based on cpu usage. Look for the process that's using most of the CPU time. You can kill the process if you want, but only do so if you know what the process is. If you don't know what the process is, then do a google search on the name.
You don't need to upgrade your hardware or anything like that. Something is using up all the processor time, and that isn't normal for any machine unless you have something running in the foreground or background. A virus scan, peer-to-peer program, some other application, a virus/trojan, adware/spyware, etc.

Goto start, run, then type msconfig. Uncheck all start up items and all services that aren't from microsoft. This will surely help, and most likely fix the problem. These start up items and services are Programs that run all the time in the background and are usually responsible for maxing out CPU and Ram.

I had a similar problem. I did the following and my problem seems to be solved.
Try uninstalling unwanted programs, reduce items on startup list.
Run a diskcleanup and remove junk.
You HDD could be doing excessive activity if its highly fragmented. Run a defrag. If you also need to defrag your MFT and Page File (which i did) download a third party defragmenter.
Check your fans, get the dust cleaned out, they may be blocking the vents and causing heat to build up.
