check your system
It's difficult to start up Windows. It takes a long time to shut Windows down. Programs take a long time to open. Games stall while loading. Are you also under the impression that your PC's performance is getting worse?
Eliminate the speed brakes in your system and avoid time-consuming new installations

some kind of virus could slow it down like spyware or you could upgrade ram or if your hard drive is full it takes a bit longer also.

It could be that your connection is bad, have your ISP check it, better give them a call.

The first and best thing to do is determine if there are viruses on the computer. Two really good virus and spyware scanning programs (FREE programs, I might add) are
AVG Free Edition

and Spybot - Search and Destroy

Another thing you can do, after you remove any viruses, find out if you have a spare USB flash drive that's NOT used for storage. A cool thing you can do with that is to use them to enable ReadyBoost, which makes the flash drive space act as virtual RAM, which speeds up your machine. (NOTE: only works for Vista). For info and instructions on how to enable ReadyBoost on a flash drive, go here: http://www.wikihow.com/Use-ReadyBoost-in-Windows-Vista
Another thing that could GREATLY speed up your computer is uninstalling any un-used programs on your machine, to access all installed programs in XP, go to Control Panel>Add or Remove Programs. In Vista: Control Panel>Programs and Features.
If you combine all three of these things, your computer should be ten times as fast. Hope this helps you!
