my computer screen is blue when i turn it on and says i have spyware?

my computer will not go online, will not open my virus scan. Will not open my AVG, it says it got uninstalled. i'm actually in safe mode right now, all cookies were allowed and all security features were turned off. When i go back into normal mode it does not let me do anything, and my security features go back to the way they were, on low. What should i do to fix it? Also it freezes and task manager doesnt work, it says it was disabled by the administrator.
umm hellloooo celtic read the question. i am in SAFE MODE. I'm trying to fix my computer so please don't answer my question if you don't know the answer. Thanks!!

      Click start>click run type in msconfig and then press enter. Goto the start up tab and uncheck everything except your anti virus.click ok and reboot. When you come back to the desktop check the box 'do nto show this message again" and click ok .

      1. Download and run firefox to protect your from future spyware attacks and pop ups which are coming in through internet explorer (Trojan downloaders, win32 ).Browser attacks aren't easy to spot because they piggyback on legitimate traffic that doesn't exhibit many obvious warning signs

      Run your anti-spyware in Safe Mode.If you dont have an excellent anti-spyware or your current anti-spyware can't prevent spyware from Invading you computer,download a better one.

      You can download and scan your computer for free.

      As the computer is booting press your "F8 Key" repeatly which should bring up the "Windows Advanced Options Menu" . Use your arrow keys to move to "Safe Mode" and press your Enter key.

      After into safe mode,run an anti-spyware to remove the spyware and adware on you computer.

      Make sure you have 1 or 2 antispyware on your computer and 1 antivirus and also 1 firewall.
