its probably nothing to do with your pc and everything to do with your internet connection , get onto yuor isp and ask them to test your connection for you.
and please…..dont listen to the next person who comes on here and tells you its a virus , they love telling everyone that , ive no idea why , maybe for the points

Okay, I think I might now what you may have on your computer. You may have a torjan horse or a horrible malware. Torjan horse attacts to emails, and downloads on websites. You may need a different a computer the operating system may be too low.

It might not be your computer, but you internet connection. Try running less programs that use the internet (p2p programs, IM programs, etc) and do whatever you can to free up some bandwidth.

You’ve done all the right things so far. Next try opening the case and dusting the innards. Make sure the fan area is clean, too.
Since you checked the software, I’m thinking it may be hardware. If cleaning it doesn’t work, you may want to test the memory or take it in the have a professional check wiring and such.

Looks like it is the problem of your internet connection speed. If even your application softwares like word, games etc too are slow try to uninstall rarely used programs using control panel. Check your ram usage by clicking ctrl alt del. Maybe useless programs are eating up your ram space. End unwanted processes from processes tab. Try upgrading your ram if you have lesser ram. Hope this works!

you may have too little virtual memory, you may have your hddrive to full or not enough ram available
test your internet connection speed, by going to the website
http://www.speakeasy.net http://www.speakeasy.net/speedtest/
choose the speedtest option in the bottom right of the page, then choose the city closest to you to test from,, your results, should be with in 10% of the speed of your internet connection,, if not contact your provider, your cable modem or dsl modem may be faulty
also you should download this and clean all the crap from your comp
its called c cleaner
http://www.filehippo.com/download_ccleaner/download/425aff760c413d320f5a6371aebf43c5/
you should also go to your startup tab in your configuration module
to do this, go to the start tab, click on it, then click run, then type in msconfig, then choose the startup tab, then when you have that open uncheck everything except your virus software, ,,
apply it, and restart,,
also if you have mc affee, or norton, you have all kinds of things they install that slow your comp
also turn off that damn phishing filter, its a waste of time , most good spyware and adware programs protect against that
