Try Malwarebytes Anti-Malware (free version): http://www.malwarebytes.org/mbam.php
Edit: Don't disable your system restore unless you know that the infection has gotten into your restore files. Blindly advising someone to turn off their system restore without knowing this is potentially dangerous advice.

It would really help if you described it better so we knew what it was. Do an internet search for whatever this thing is calling itself, or whatever product it is trying to sell you. Find out what it is, then you can ask more specifically.

perhaps you have not followed the right procedure to run the scans. Disable the system restore first, then boot windows in safe mode and then run all the scans. Reenable system restore once the problem is solved

take backup of all your software and drivers…format windows…reinstall windows….it will also speedup your system
