My computer meets the requirements.. it's a vista basic, acer with 512mb ddr2 memory… I know that its not a lot. But what I want to ask is, if I get an external hard drive, if i install the game on there will it run faster? Or am I better off just moving a lot of stuff to the external and hope for the best?

Hard drive space has almost no effect on the speed of your PC. (Unless your accessing files.) I checked the requirements and it says you need at least 2 gigabytes minimum on Vista, so that might be what's causing the slow-down.
Another important factor is the video card. If it doesn't meet the requirements or only barely does, there will be a performance loss.
The best thing to do would be to increase your RAM. Good luck.

External hard drive would be a waste of money for you. Get at least 2 GB of RAM and be sure that your graphics card/adapter can support Guitar Hero. Also check your processor speed and whether it is dual core or single core.
