My mate pc really slow HELP?

Hi guys
My mates pc is really really slow, before when she first had it was really fast, now we deleted files she dont use, and done a disk clean up , and defragmented, and deleted unused programmes, but its still not helped one bit.
I personally think we have to make the pc fresh like new again, does anyone know how? Or are they any other ways we can make it alot more faster?
Or how to organised folders?
Please help

How do we reformat the pc, she doesnt have a reformat disk unfortuately even though it was from pc shop!
