Apparently while I was gone, a family member installed something they weren't supposed to. Now everytime I start up my pc and my wallpaper/background changes to this blue wallpaper and in the middle it says "Warning! Spyware detected on your computer" and then to install an antivirus or spyware remover. There was this weird antivirus already on my computer that kept popping up in relation to this and it wanted me to buy it. So I deleted that (I still have an antivirus on my pc).
A few seconds after starting my pc, a screensaver will take control and tell me that my computer has a problem and needs to be rebooted, but it's not actually doing it.
This is really annoying because now I can no longer locate the screensaver tab in my background's properties and I cant change my screensaver back to a normal one.
I ran spyware removers and an antivirus, I deleted a bunch of bad files, but I still have this problem on my pc, can anyone help me?

Phony pop-up alert boxes, background changes or "balloon" pop-ups from the tray (by the clock) about a trojan, virus or spyware infection and the attempt to sell you some useless software to "fix" the problem usually indicates that your computer has a Smitfraud infection. DO NOT DOWNLOAD OR BUY THE PRODUCT THEY TRY TO SELL YOU! IT IS SCAM. It is really extortion-ware, first they infect your machine, then they want $$$ to remove it.
Sounds like your computer may have a variant of this Smitfraud infection.
Almost all "general purpose","all-in one" spyware and virus removal programs such as AVG Anti-virus, Norton, McAfee or Spybot S & D cannot remove it, as you may have already found out.
