Need help identifying encryption/cipher methods?

I would like to know if anyone happens to know what cipher/encryption method used in this image

Some letters are glowing in green/blue while others are white. The dots are probably equivalent to a blank space.

      Could you provide more info as to what this is and where it comes from. Just seeing the image and getting the little bit of info isn't very helpful.
