Networking a mac in a PC environment?

I have the only mac in my house, everyone else has a PC they are: Laptop running Vista Home Basic, Laptop running XP media, and desktop running XP Home. My mac is running leopard, i can see the files from the PC users and the XP Home machine has a shared HD that i keep all of my music on, but only the vista machine recognizes my computer, but it doesn't read my shared files. Any help for these. I am considered our "Network Administrator", i am supposed to be the one fixing the computers. ALso, is on the XP Home and Vista home basic computers, i can't remotely control them because Microsoft didn't write that in the script, so they can remotely control computers but computers can't remotely control them, any fixes out there?
Remote Desktop Connection is VNC, why dose no one understand this?

      I'm not a mac user, but it sounds like you need to change your permissions on your files..

      And as far as remote control, you should use a VNC program of some type - the stuff included with Windows is pretty bad compared to the free VNC programs out there..
