norton 360 trailware wont open after restart, is it spyware?

i downloaded the 15 day trail version of norton 360 to get rid of some pop up spyware that seems to plauge my computer. so i downloaded it and things got better but then after a restart, norton wouldent open, the norton toolbar in the internet explorer tab went missing, and the popups are back

i think the spyware blocked it, and i also cant get to my emails or the norton download page because i receive a message that says internet explorer can not open this page, as if my internet is down when it isnt.

ive tried going to the start button even going to start, run, then norton.

help. im on my other computer but i need my laptop fixed pronto.
