Norton Anti-Virus Won’t Work for E-Mail Attached Files?

For e-mails with several attached files (e.g., Word, .pdf), Norton Antivirus scans these just fine if I click on "Download All". If I click on a single file attachment, it does not. The pop-up box appears, but nothing happens. Same dilemma with e-mails with only one attachment. Every once in a while, it will work, but that is rare. Why?
