depending on which rating site you go norton usually shows up from 8th to 10th in standings. Pc tools does not make the top ten. Now this is only the standings for home users. The paid for security seems to be taylored more toward businesses. From my on exp., I have Norton on my desktop, works flawlessly, but on my labtop which I use wireless, norton dropped the ball and let 7 adwares through but malwarebytes caught it. The paid for security for whatever reason has a weak link in the wireless area of which the hackers are at present, manipulating to gain access. I am presently using a free antivirus on my labtop and so far its been right on the money. Sorry, no feedback on PC tools, just have not had a chance yet to try. Hope this at least will give you an perspective on Norton. Good luck and be safe out there!
