Please help me setup my window vista Home Basic?

My friends desktop OS is Window Vista Home Premium, whenever he open a windows or a program.. it slowly open animatedly, same as when minimizing it or maximizing it.. Im using Window Vista Home Basic, i like to configure my windows like my friends PC. he also doesnt know how to configure it. when he purchase he’s PC it originally setup that way. is there anybody knows what to do or to setup like my friends windows? please help me. thank you very much.. ill be waiting for your help.

      Try do this in the control panel under folder options.
