please help!!, trying to set up a user account on windows xp

I’m trying to set up an account for my computer,
I went to control panel, the clicked on user accounts,
but when I clicked on it nothing comes up but a blank white screen that says user accounts,
I tried switching users but since I have a fairly new computer there is only one account to log on and it is the one that I am trying to make a new account on,
I don’t know if this account is the administrator but if it was then I should be able to make new accounts right??
somebody please help because I am very confused and I am not a computer wiz

      go to control panle then click on user accounts.
      u open it then a blue small window should pop out &
      it should say create new account and u just follow the steps
      its pretty easy i just made one the other day [=
      u cant switch users if u only have 1 account. then after u click on make new account u just put the name & stuff

      that happened to me once but it was my system restore page just came up blank and my help and support page also

      this fixed my problems hope it helps you too
      Click Start, Run and type these commands one by one:
      egsvr32 jscript.dll
      regsvr32 vbscript.dll
      regsvr32 /i mshtml.dll
