That index is useless anyhow. It based on the slowest component you have in your computer. So list out your computer's specs and we might let you know which one is slowest and you can upgrade that, then the index will improve.

The difference of 0.1 could probably be caused by a difference in memory speed or latency. If you have DDR2-667 and your friend has DDR2-800 that might be it. But the windows experience index is pretty meaningless in regards to actual performance, and a difference as small as 0.1 is really insignificant. Moving to 64-bit Windows allows your computer to address more memory, but won't make that memory run any faster. But since 32-bit Windows can address 3GB just fine, there wouldn't be any reason to upgrade. If you really have to match your friend, I would look into the memory speeds, but again, it's only a tenth of a point on some arbitrary Microsoft scale.
A nice program for checking your ram's speeds is CPU-Z, you can download it here: http://www.cpuid.com/cpuz.php
