Hey
Go in the Bios and choose the Boot up option. Click on boot with CD. Save. Reboot
This way, you will need to let Vista reformat the drive according to its specs. I suspect that you didn’t format in the correct format.
Usually, NTFS is the standard format now.

Enter BIOS F2 or Delete
Under Harddisk select IDE instead of AHCI
Save then exit
The reason it can't boot is due to the absence of AHCI drivers in XP and Vista hence it detect no harddisk volume
OK Final Attempt
http://www.dban.org/ Go here to download DBAN(.ISO)
Burn to disk and boot from it to wipe your harddrive squeaky clean
Then try installing Vista or XP (ATA Mode)
If that dosen't work go to dell support and ask them to reload the OS there might be a bigger issue
Of Course if it is under warranty go straight to them first

The trick is to have it delete the current partition and the have it format it again to NTSF. If you have a small partition a d: this is the one to do a Factory Default Install (back to the way it was when you bought it) I have read you press F11 a few times while booting up. Unfortunately most people destroy this partition when they use the cd to reload windows.
