Lets say somebody has a built in webcam in their laptop. If it were to be hacked by another computer so that they could view it, would the indicating light on the webcam that shows it is in use turn on?

that depends on the skill level of the hacker Try a online virus scan here are some address to try Safety.Live.com…TrendMicro.com…get some protection Comodo.com is offering a complete security suite free and yes they can be trusted if you want to do it yourself I recommend Avira.com along with Safer-Networking.org(spybot search&destory) or SpywareBlaster from majorgeeks.com or Lavasoft.com…MalwareBytes.org is another good one to consider althrough the last two don’t offer free protection some even recommend two anti-spyware scanners just to be on the safe side the other bit of advice i have to offer is external firewalls they hardwire to the machine with usb or firewire hook up now thats cutting edge tech.Remember paid is usally better than free however since Comodo.com kind offer that may not be the case anymore

The indicating light will be on whenever the webcam is turned on. It’s not possible to turn the light off unless you physically break it. And if you did, the camera most likely would break too.
This is the case for most cameras.
You could of course stick a piece or duct tape over it if you really don’t trust the light

I don't see why it would be necessary to make turning the little light on a code-controlled feature. It's more likely to be simply wired to the camera directly - it's cheaper, and that's the way that the manufacturers will go, every time.
Do you actually have any real grounds to suppose that somebody hacked your laptop just to spy on you? You have to be brutally honest and ask yourself this key question: "Am I rivettingly interesting enough that somebody would go to all that trouble just to watch me typing ?"
I think you may have been watching too much bad TV - wasn't this a CSI plot a while ago?
If you're really that worried, try turning your laptop to face the wall while you undress.
Or stick a band-aid over the lens.
Or turn it off…
Or have somebody knit you a little cover that goes over the screen and camera, like the ones Victorian ladies used to put over their parrot-cages, so the bird didn't see their bloomers.
Or take a picture of yourself making a very rude gesture, and prop it up on a little stand in front of the camera…
