recovery console - hall.dll problem?

Ok here’s the deal… the computer won’t start because the hall.dll file is corrupt or missing.
I took the WinXP CD, ran the recovery console and typed expand X:\i386\hal.dl_ C:\windows\system32… but after I hit enter it says "Access denied" - now what, any ideas?
It’s a personal PC, without an admin password btw

      chuck your winXP cd in and boot/fix your probs from that. also try doing a scandisk if possible.
