You could run a repair install, this would do what you are asking.
The only issue is that any inherent software issues such as Viruses, Spyware, malware etc will still remain on the machine.
The repair install will only fix issues with the operating system itself.
Follow these directions exactly, as the repair install is confusing, if you don’t follow it you will end up in the recovery console which will only confuse you further.:

if you want to have a clean windows XP but you still want your programs to be there, your kinda in a pickle.
if you want to reinstall the XP, youll have to delete everything off of the hard drive. if you go this way, you can buy a external hard drive to keep your information during the fresh start. youll need to buy a XP disk to reinstall it or download a XP illegally. but thats illegal.

The whole point of reinstalling is that you start from scratch with a "clean" operating system, with no additional software installed.
In other words, you boot from your Windows XP CD, delete the existing XP partition, then install XP. Once you've installed XP, you can reinstall all your software from the original CDs or DVDs.
Any user files, such as My Documents or whatever, should be backed up onto an external hard drive or similar before reinstalling. They can then be transferred back to your machine after you've reinstalled.
